Clarity was commissioned to support the South East Region during this time of unprecedented change and over the last year has provided Senior Programme Management to support the design and delivery of the new operating model, and mitigate risk.

Background

NHS England and NHS Improvement have been integrating so they can act as a single organisation. Through a single coherent operating model, they plan to support local systems in the delivery of compassionate integrated and constantly-improving care.

Clarity was commissioned to support the South East Region during this time of unprecedented change and over the last year has provided Senior Programme Management to support the design and delivery of the new operating model,  and mitigate risk.

Approach

Clarity worked closely with national policy leads and the South East Senior Leadership Team to translate and effectively implement the national organisational change policy in the South East Region.

The project required the Clarity team to deal with significant complexity, facilitating the design of seven new Regional Directorate structures, carrying out the formal consultation with staff and managing the redeployment of approximately 1000 staff.

Introducing daily stand-ups with the delivery team and working in a multidimensional way across the seven newly formed directorates, allowed Clarity to deliver transformational change within a challenging national timeline.

Clarity consultants represented the Region at National operations and planning meetings, troubleshooting issues that arose and proposing workable and pragmatic solutions that could be implemented as part of national policy.

Outcomes

  • At a difficult time for Region’s staff, the integration programme was delivered in a transparent and compassionate way, ensuring staff were able to feedback and have their views heard and responded to throughout the process.
  • The structure design, staff consultation and redeployment phases of the programme were all delivered on time. Clarity was able to support the region to refine and improve proposals with meaningful input from staff.
  • The implementation of the new operating model with seven integrated regions is already reaping benefits for patient care. Whereas before there were two separate regional teams, with a different system focus, there is now one regional team, with one plan and one voice.
