CCG Collaboration Programme Support: Frimley Collaborative

Background

It was decided that the three CCGs within the Frimley STP footprint would form a new ‘Frimley Collaborative’ configuration, to be run and overseen by a single Accountable Officer, single Executive Team, single Chair and a single Collaborative Board acing as a Governing Body in Common, with a single set of sub-committees.

 

Clarity was commissioned to support the transition phase for the new collaboration and provided programme management and senior HR resources to support and implement the changes.

Approach

  • Engagement with partners and initiation of informal and formal consultation for the single Executive structure, organising interview and appointment processes for the new Executive Team, and leading Board roles.

  • Leading weekly programme team meetings and development of the Programme Plan, Risk Register, Issues Log, Benefits Realisation Plan, and Equality Impact Assessment.

  • Conducting an audit across the three CCGs to ensure statutory duties were maintained during the transition phase.

  • Stakeholder engagement: staff and union representative consultation and engagement, development of FAQs; all-staff messages; staff engagement events; and managing responses to staff questions. As part of our on-going conversations, we generated a list of areas of ‘what works’ and ‘what do we want from the future’ with staff across the three CCGs.

Outcomes

  • Reduced establishment and significantly lower executive and Board costs successfully achieved without compulsory redundancy or claims.

  • At an uncertain time for the CCGs staff, the Collaboration programme was delivered using a transparent approach so that staff were able to have their views both heard and responded to.

  • The staff consultation and recruitment of the executive team were all successfully delivered on time, despite a tight timeframe.

  • The implementation of the new collaborative model is already gaining benefits for the Frimley system. Formerly, there were three separate teams, and now, there is one leadership team, with one voice that supports the Frimley ICS achieving improved quality and efficiency outcomes in partnership with key stakeholders.
